A review of the 2019 incorrect home invasion of the Chicago Civilian Office of Police Accountability says that despite the face of being shot and killed in August, more than half of the officers involved, including officer Ella French, 29, must face the consequences.

The Chicago Police Review Agency, which recommended the suspension or dismissal of eight officers involved in the 2019 social worker attacks, has been bitterly criticized for adding Officer Ella French, who was later shot and killed in an August traffic stop.

The attack on Angenett Young saw officers attacking her home, which later found that she had cracked the wrong address.

After hearing about her death just 16 months later, Young praised the French behavior, saying they had ‘treated her with dignity’.

Mayor Lori Lightfoot, members of the City Council, the city’s police officers union president and the brother of the slain officer all denounced what Lightfoot called a ‘tone deafness’ to recommend the suspension of Officer French for three days.

A spokesman for the Civilian Office of Police Accountability (COPA) explained that Young’s home invasion report this week was completed in late April – months before the French were killed. He said the city ordinance forbids the review of French-related information.

The Frenchman, 29, was shot in the head in August by a single bullet and she and her partner approached the car during a routine traffic stop.

The situation went beyond control when one of those in the car refused to cooperate and put his drink and cell phone on the floor.

Monte Morgan got out of the vehicle and managed to pull a .22 caliber handgun on the officer, firing several bullets at the pair, hitting the French head and Officer Carlos Yanez to the right eye and shoulder.

French and Yanez held their firearms ‘the whole time’ after the policy change, with critics simply saying, ‘Encourage the perpetrators and characterize the ducks sitting by the police’.

Chicago Mayor Lori Lightfoot told the LBL that Chicago’s Mayor Lori Lightfoot owes some of the blame for the French death because of the city’s soft attitude toward crime.

Referring to the French 2019 attacks, ‘We have carefully considered the impact of the release of the report and its impact on Ms. Annette Young and Ella French, following the review and approval of the Chicago Police Department Superintendent, as well as administrative charges. His family, Ephraim Eddy, COPA’s chief spokesman, told the Chicago Sun-Times in an email.

“We value the French officer’s service to our city and condole his death and hope the release of the report will bring further closure to Mrs Anjenet Young.”

COPA recommended the suspension because the French failed to wear a body-worn camera when they arrived at Young’s home.

But Young, who was handcuffed when the authorities were naked after what turned out to be a wrong address, praised the French for being the only officer who treated her with ‘respect and dignity’ that night.

In a statement, the Chicago Fraternal Order of Police President John Catanzara insisted that the police oversight agency has ‘zero credibility’ and should apologize.

‘This is just the latest example of the agency having zero credibility in the eyes of every CPD officer,’ Catanzara said. ‘We demand immediate apologies for the deliberate harm done to all their family, friends and colleagues.’

Mayor Lori Lightfoot suggested that COPA consider Young’s praise before the French name was included in the report.

‘They could have taken different measures, especially Ms. ” Young himself said that Officer French showed respect and treated her with dignity, ‘the mayor said Friday. ‘It doesn’t make sense that COPA took this decision.’

The officer’s brother, Andrew French, was even more vocal in his criticism of COPA. ‘It’s humiliating,’ he told WGN-TV. ‘It’s disrespectful to her name, disrespectful on so many levels.’

And Chicago Police Superintendent David Brown expressed disappointment that COPA included the French name he called ‘Hero’ in the report. She said in a statement that she failed to acknowledge her death in the line of duty and that the cancellation of her name was unnecessarily sensational, as reported by the Civilian Office of Police Accountability.

The French were killed and Officer Carlos Yanez Jr. was seriously injured when a man was shot in the SUV he was pulling.

The man and his brother have been charged with attempted murder and attempted murder at the scene and the officers involved in the shooting.
