FBI pressures victims to come forward, accusing former US embassy staff of harassing women working in CIA


The FBI is urging additional victims to come forward if they suffer at the hands of former US embassy staff who have pleaded guilty to abusive sexual behavior of several women over a period of 14 years.

Brian Jeffrey Raymond, 45, pleaded guilty in July 2021 to two counts of sexual abuse for failing to consent and one count of transporting obscene material. The FBI said.

Federal officials began investigating Raymond in May 2020 after he saw a naked woman screaming for help on the balcony of his residence in Mexico City, an employee of the US embassy.

Raymond admitted to having sex with a woman, but she told investigators after having dinner and drinks with Raymond, according to the FBI.

Federal investigators seized Raymond’s electronic devices, including hundreds of photos and videos of more than 20 unconscious and naked or partially naked women, the FBI said. The object was created between 2006 and May 2020.

The FBI says almost all of the women portrayed in the illegal material suffered memory loss during their time with Raymond and have no knowledge of the matter.

In the plea agreement, Raymond admitted to having sex with two women who were depicted when they could not consent. She also admitted touching the breasts, buttocks and / or other women’s genitals, and she could not consent.

Raymond worked for the Central Intelligence Agency (CIA) for some years, the FBI revealed on Monday. Originally from California, Raymond lived in Washington, DC, but traveled extensively for work and leisure. He lived abroad, including Peru and Mexico, and spoke both Spanish and Mandarin Chinese.

Raymond lived in Mexico City from August 2018 to May 2020 while working at the US Embassy. The FBI says they met many of their victims on various dating apps.

The FBI is asking anyone who believes it may be Raymond’s victim, or to fill out a secure questionnaire with relevant information, which can be found at fbi.gov/BrianJeffreyRaymond.

Raymond will be sentenced in the US District Court in Washington, DC in February after a pre-sentencing hearing in January.
