LA Sheriff asks Feds to prosecute in off-duty cop shooting DA over mild concerns: Report


The California Sheriff’s Office has taken federal prosecutors to action against four gang members accused of shooting and killing an off-duty Los Angeles Police Department officer because the response from the local sheriff’s office was “not satisfactory.” And “did not really cover the depravity of this crime.”

Los Angeles County Sheriff Alex Villanueva commented to the Los Angeles Times.

Luis Alfredo de la Rosa Rios, 29; Ernesto Cisneros, 22; Jesse Contreras, 34; And Rios’ girlfriend, Hayley Marie Grisham, 18, is expected to appear in court Friday. Officials say the 27-year-old was shot in South Los Angeles on Monday in an attempted robbery while he was looking at homes with his girlfriend.

“I believe his plan is to prosecute a simple murder that has nothing to do with any gang enhancements, no gang enhancements,” Villanueva said. The US Attorney’s Office for the Central District of California eventually charged four suspects with violent crime for the purpose of helping burglars, It says so “There is a possible death sentence – and the minimum life sentence in federal prison without the possibility of parole – because Officer Arroyos was murdered during the robbery.”

Sources said Villanueva went to federal authorities to handle the situation because of Gascon’s decision to pursue further sentence enhancements in gang-related cases. The Los Angeles Times reports that the DA’s decision on the enhancements will affect whether criminals are allowed on parole.

LBL reached out to Gascon’s office for comment, but Villanueva’s response to the newspaper was “not satisfactory.”

“I’m grateful for the federal involvement in this case,” LA Police Chief Michael Moore said after Thursday’s arrest. “It is appropriate. I am grateful that US lawyers intervened against this gang and these individuals and brought the full weight of the government.”

The suspects drove to the home where Arroyos and his girlfriend were looking for Monday night, and Rios and Cisneros robbed them with a gun, according to a Justice Department statement.

Arroyos exchanged gunfire with one of the suspects and was shot once. He collapsed in the alley and died in hospital.

The suspect is said to have fled after being struck by Arroyos.

Investigators have a surveillance video of the suspect going into another home after the shooting, alleging that he was attacked inside the Florencia 13 gang to “enhance and maintain his position.”

“The F13 is a large, multi-generational street gang that has previously been the subject of federal prosecution, including two major burglary cases,” it added.

In an interview with LBL in December, Villanueva accused Gascon of being “reckless and irresponsible”, claiming that the work of law enforcement officers in the state was undermined by liberal policies and reforms implemented by some district attorneys.

The sheriff said there are more than 12,000 cases in Los Angeles County, including Gascon’s refusal to prosecute suspects arrested by county deputies after alleged crimes.

“So it is disappointing to think that any policeman cancels all his work by a careless and irresponsible sheriff. But he will not stop doing his job,” Villanueva said.

“So we’re making an effort to get there,” he said. “What we need now is a District Attorney who is going to file their cases.
