NC sees protests after firing duty-worthy, police say they jumped into a moving truck

North Carolina witnessed protests Sunday, when an off-duty deputy went viral showing a video of the fatal shooting of a black man, who jumped into a moving pickup truck, officials say.

Fayetteville police officers responded to a report of a shooting on Bingham Drive near Shenandoah Drive at 2:18 pm on Jan. 8. It involved the driver of a pickup truck, identified only as an off-duty Cumberland County Sheriff’s Deputy, who is accused of fatally shooting a black man, Jason Walker.

“The preliminary investigation shows an adult male ran into traffic and jumped on a moving vehicle,” the Fayetteville Police Department said in its initial press release Saturday. “The driver of the vehicle shot the male subject and notified 911. The male subject was pronounced dead at the scene.”

At a press conference Sunday evening, Fayetteville Police Chief Gina Hawkins said inspectors reviewed the truck’s black box technology, which records speed, braking, impact and other incidents.

He said that the computer had no impact on any person or thing.

NC SBI investigators have taken over the investigation into the January 8, 2022, shooting at Bingham Drive. The investigation revealed that the driver of the truck, who shot Jason Walker, was an off-duty Cumberland County Sheriff’s deputy.

Chiefs said investigators currently have no evidence of anyone colliding with the truck. An examination of body-worn camera footage indicated that persons at the scene had not witnessed the incident.

Hawkins asked for patience during the investigation, saying “the windshield wiper was torn and the metal part was used to break the truck’s windshield in several places.”

“Anytime there is a death, the community should be upset,” Hawkins said. “There are many posts on social media, and often rumors and unverified information begin to spread.”

“Please do not share false or unverified posts,” the chief said. “Peaceful protests and questions about what happened are always relevant … spreading lies does not help anyone and it certainly does not advance the cause of justice.”

Hawkins encouraged any additional eyewitnesses to contact the State Bureau of Investigation (SBI) at 1-888-624-7222. Answering questions, Hawkins said the driver was taken into custody but was not immediately arrested. He said the driver did not use a service weapon in the shooting.

Cumberland County District Attorney Billy West said the North Carolina District Attorneys’ Conference would serve as an independent prosecutorial agency to avoid any conflict of interest because the shooting involved a deputy.

Hawkins said the police department seized the driver’s weapon that was involved in the shooting. The chief did not immediately provide assistance as the woman was a “medical professional” treating the victims of the shootings before EMS personnel arrived.

A ticktalk video highlighting the Facebook posts of individuals on the scene is viral.

A Facebook user named Chase Holden Sorrell shared a video recorded on his cellphone showing a driver standing on the phone outside his truck. The driver sees another man pass a towel, he shoots it on the sidewalk and hands it to the woman who is offering help to the victim.

“People are hostile now,” the driver tells someone on the phone as sirens ring in the distance.

“No one is an enemy,” the other man, standing without a shirt at the scene, shouts. “You don’t say f —— g like that.”

An aid woman is heard saying, “I don’t know where the entry point is. He doesn’t tell me where he shot it.” She applies pressure to the victim of the bullet and blood on the blacktop.

As officers approached the scene, the driver said he stopped when the man ran across the road and began screaming at his vehicle. As his wife and child were also in the truck, he heard the driver tell officers that the man pulled up his windshield wiper and tried to break the glass.

The video shows EMS arriving at the scene and helping the woman attending the shooting victim.

When the paramedics take over, the woman goes to the driver and tells him something he can’t hear.

“Madame, I’m going to protect my wife and my baby,” he responds.

An officer intervened, “We’re not doing this right now.”

An activist group called the Fayetteville Activist Movement Advertised A protest will be held in honor of Justin Walker at the Cumberland Sheriff’s Office Building at 3 p.m.

In a social media post, the group stated, “When Fayetteville police arrived, they did not disarm the shooter. They did not arrest the shooter and, worst of all, they did not assist the victim.”

“Before the eyewitnesses on the scene, the FPD went on to share the shooter’s story only on social media,” the post said. “We are tired of those in power protecting their own at the expense of our community. We must stop this toxic culture of violence against our community.”

The second group, known as the Fayetteville Police Accountability Community Taskforce, held a protest outside the Fayetteville Police Department at 4pm on Sunday. Videos posted on the group’s Facebook page showed at least a dozen people chanting “Jason Walker” as they marched through the downtown area.

Fayetteville police encouraged anyone with information on the investigation to contact the SBI at 1-800-334-3000, Fayetteville Police Detective C. staff at (910) 751-1046 or Crimestoppers at p3tips.com.
