Schools hire parents as substitute teachers amid a shortage of COVID staff


Parents who publicly questioned their role in education a few months ago are now being asked to enter classes to address staff shortages.

“I knew when COVID hit, they started making some exceptions to the subs and I thought, ‘Oh my God. I’m going to do that. I’ll try to see if I like it,'” Christine said. Kuhlman, a California mother of two children, currently works as a long-term substitute teacher in Encinitas, California.

Kuhlmann earned a degree in business but said he came from a family of academics, so when it became clear that COVID-19 was causing a shortage of teachers and substitutes, he signed up to fill out.

“I think it’s a great relief,” she said, “It’s really a gift you give to these children, especially in elementary school. They see my classroom struggling. I mean, I came in, and I was surprised at some things they couldn’t do.”

School districts and elected leaders across the country are urging other parents across the country to follow suit in an effort to keep the schools open. Parents in the Washington state’s Lake Washington School District have already listened to the call. The Hays Consolidated School District in Texas also reached out to parents via a social media post in January, asking them to sign up as a guest teacher.

Parents who are anxious to ease the pressure of teachers or those who are open to their child’s school and focused on functioning are able to assume teaching roles thanks to the relaxation requirements enacted by individual states.

On Tuesday, California Governor Gavin Newsom signed an ad hoc executive order that allows school districts to issue 30-day emergency replacement credentials. It provides a much faster process than Kuhlmann completed before taking on his new role. Substitute applicants in California are no longer required to obtain traditional credentials, but must have an undergraduate degree from an accredited college or university and pass a criminal background check.

Washington, Texas and Pennsylvania are among the many states that have implemented similar emergency credentials. In Pennsylvania, individuals 25 or older are able to serve in the classroom with at least 60 college credits or as a paraprofessional with 3 years experience. Texas will accept guest teachers with at least 30 college credits or receive an honorary military discharge from a full-time active duty service.

To alleviate the shortage of teaching staff, the Kansas Department of Education this week eased sanctions one step further by approving an emergency order that would eliminate the need for college loans. Under the policy, which expires in June, high school graduates over the age of 18 will be eligible to serve as a substitute teacher until they have passed a background check.
