Waukesha Parade Assault: Meet Darrell Brooks on $ 1K Bail Before Christmas Massacre

Waukesha Parade suspect Darrell Brooks was released on $ 1,000 bail just weeks before the fatal attack, prompting Milwaukee District Attorneys to announce an investigation into his own office’s request for such a low amount.

But the one who cleared it and cleared the way for Brooks’ release was not a court commissioner, an inferior prosecutor.

Court records identify Cedric Cornwall as the commissioner who attended Brooks’ trial.

He did not respond to emails seeking clarification and no one took multiple calls to the phone listed in his name.

Several experts, including former prosecutors, police officers and defense attorneys, told LBL Digital that Brooks’ bail was too low for a crime: to punch the woman, steal her phone and drive her with the same SUV. Then in a family-oriented holiday parade to spark a massacre. He was charged with another firearm offense, for an active warrant and bail waiver record from Nevada.

“The state’s bail recommendation in this case is unduly low in light of the nature of the recent charges and the pending charges against Mr. Brooks,” Milwaukee DA John Chisholm’s office said Monday when announcing an internal investigation. “The bail recommendation in this case is not consistent with the Milwaukee County District Attorney’s Office’s approach to matters involving violent crime or with the risk assessment of a defendant before bail is set.”

The suspect’s mother also cited a conversation with the accused’s unnamed ex-girlfriend, according to a New York Post report, saying he regretted buying his freedom.

“She was devastated that people were killed because of this and she said, ‘I blame myself, because if I didn’t bail him out, this wouldn’t have happened,'” he said.

Cornwall, who previously tried to be elected judge, is a court commissioner appointed in Milwaukee and is happy to serve as chief justice of the court. Public records show he earned a base salary of $ 123,547 in 2020 and was hired in 2005. Before that he was a public defender and a partner in two private practices.

Court records show Brooks was granted bail the same day, on $ 500 bail for a man accused of strangulation, battery and domestic violence. And the day before, he set bail for a woman facing three felony charges, including $ 1,000 for child abuse.

And in 2006, he was granted $ 100,000 bail for a foreign exchange student convicted of violent sex offenses – but not ordered to hand over his passport. Fox 6 Milwaukee. The man, Tim Thse, then fled to China. Hong Kong authorities later arrested Tsze on unrelated charges and saw his international warrant, which eventually allowed him to be extradited to the United States.

Cornwall said at the time, “Depending on the serious nature of the offenses alleged and the criminal complaint, the defendant has imposed 10 times more cash bail than the defendant requested and the bail requested by the Milwaukee County District Attorney’s office.”

“After considering the statements of the prosecutor and the defense attorney, I rejected the defendant’s request for a low cash bail with the handing over of his passport.

He had high bail for Brooks but did not commit a 50-page rap sheet spanning three states and extending until 1999, for a number of violent crimes – and a free warrant from Nevada.

In the Waukesha case, under the supervision of a different county court, District Attorney Susan Oper made a pledge earlier this week and requested Brooks not to pay her bail: $ 5 million.

Court Commissioner Kevin M. Costello called it “exceptionally high” but somehow sanctioned it.

“I have no problem with the bail recommendation from the state,” he said. “The nature of this crime is shocking.”
